- Preheat the broiler to high. Wash and dry the produce.
- Halve, core, and deseed the long green pepper, then cut it into 1-inch pieces. Halve, peel, and dice the yellow onion.
- In a small bowl, stir together the sour cream, hot sauce, 1 tablespoon water, and a pinch of salt until smooth.
- Heat 1 teaspoon vegetable oil in a medium ovenproof pan over medium-high heat. Add the ground beef, Southwest spice blend, salt, and pepper.
- Cook the beef, breaking it into pieces, until browned and cooked through, 4 to 5 minutes. Remove the pan from the heat and transfer the beef to a medium bowl.
- Return the same pan to medium-high heat and add the remaining 1 teaspoon vegetable oil. Add the green pepper and onion.
- Cook, stirring occasionally, until the vegetables are softened, 3 to 6 minutes.
- Stir the cooked beef, tomato paste, beef stock concentrate, jasmine rice, and 1 cup water into the pan with the vegetables.
- Bring the mixture to a boil, then cover the pan and reduce the heat to a simmer. Cook until the rice is tender, about 15 minutes.
- Uncover the pan and remove it from the heat. Sprinkle the Mexican cheese blend evenly over the beef and rice mixture.
- Broil until the cheese is melted, about 1 minute.
- Divide the beef and rice between plates and drizzle with the hot sauce crema.
