- Preheat oven to 475°F with a rack in the top position. Wash and dry all produce. Dice the tomato. Chop the cilantro. Halve, peel and finely dice the red onion. Quarter the lime. Core, deseed and dice the green pepper. Drain the black beans over a small bowl, reserving the liquid.
- In a small bowl, combine the diced tomato, chopped cilantro, 2 tablespoons of the diced red onion (4 tablespoons for 4 servings) and a squeeze of lime juice to taste. Season with salt and pepper. Set aside as pico de gallo.
- In another small bowl, combine the sour cream with a squeeze of lime juice to taste. Season with salt and pepper. Add water 1 teaspoon at a time until the mixture reaches a drizzling consistency. Set aside as lime crema.
- Heat a drizzle of oil in a large pan over medium-high heat. Add the diced green pepper and cook, stirring, until slightly softened, 2-3 minutes. Add the remaining diced red onion and cook until just softened, 2-3 minutes more.
- Add the Southwest spice blend, half of the drained black beans and 2 tablespoons of the reserved bean liquid. Cook, stirring, until fragrant and warmed through, 2-3 minutes. Season with salt and pepper. Remove from heat.
- Meanwhile, heat a drizzle of oil in a small pot over medium-high heat. Add the remaining black beans and cook, stirring, until slightly softened, 2-3 minutes. Add 3 tablespoons of reserved bean liquid (5 tablespoons for 4 servings). Simmer until warmed through, 1-2 minutes.
- Reduce heat to low, then stir in 1 tablespoon butter and salt (for 4 servings, use 2 tablespoons butter and 1 teaspoon salt). Remove from heat and mash with a potato masher or fork until mostly smooth. Season with pepper.
- Spread each tortilla with some of the mashed beans. Place a small amount of the pepper-onion-bean filling on one half of each tortilla. Roll up the tortillas, starting with the filled sides, to create enchiladas. Place them seam-side down in an 8×11-inch baking dish (or a 9×13-inch dish for 4 servings).
- Pour the red enchilada sauce over the enchiladas to thoroughly coat (you may not need all the sauce). Sprinkle the Mexican cheese blend on top.
- Bake on the top rack until the sauce is bubbly and the cheese melts, 5-7 minutes. Remove from oven and top with the lime crema and pico de gallo. Serve directly from the baking dish with any remaining lime wedges on the side.
