Instructions

  1. Bring a large pot of salted water to a boil. Add green beans and cook until tender-crisp, about 3-4 minutes. Drain and set aside.
  2. In a small bowl, whisk together seafood stock concentrate, tomato paste and 1 cup water. Set aside.
  3. Pat shrimp and scallops dry with paper towels. Season with salt, pepper and chili powder.
  4. Heat 1 teaspoon oil in a large skillet or paella pan over medium-high heat. Add green beans and cook, stirring occasionally, until charred in spots, about 3 minutes. Transfer to a plate.
  5. Reduce heat to medium. Add remaining 1 teaspoon oil and butter to the pan. Add shrimp and scallops in a single layer. Cook until shrimp are pink and scallops are golden, about 2-3 minutes per side. Remove seafood to a plate.
  6. Add bell pepper and sliced scallion whites to the pan; cook 2 minutes. Stir in arborio rice, smoked paprika and garlic powder; cook 1 minute.
  7. Pour in the stock mixture and bring to a simmer. Cover and cook until rice is tender and liquid is absorbed, about 15-18 minutes, stirring occasionally.
  8. Stir in peas, charred green beans and cooked seafood. Cook 1 minute to warm through.
  9. Meanwhile, make the aioli: In a small bowl, combine mayonnaise, juice of half the lemon and remaining sliced scallion greens. Season with salt and pepper.
  10. Serve paella in bowls, drizzled with lemon-scallion aioli. Garnish with lemon wedges.
