- Preheat oven to 425°F (220°C) with rack in middle. Wash and dry all produce. Dice potatoes into 1-inch pieces. Mince half the garlic; keep the remaining clove whole. Thinly slice chives. Peel carrots and cut diagonally into ½-inch-thick pieces. Zest the lemon, then quarter it; squeeze 1 tablespoon lemon juice into a small bowl.

- Heat a large drizzle of olive oil in a large nonstick pan over medium-high heat. Add chicken and cook until browned on first side, 3-5 minutes. Flip and add another drizzle of olive oil. Cook until browned and cooked through, 3-5 minutes more. (If browning too quickly, reduce heat.) Transfer chicken to a plate.
- Reduce heat to medium. Add a drizzle of olive oil to the same pan. Add minced garlic, reserved flour and remaining lemon zest. Cook until fragrant, 20-30 seconds. Add chicken stock concentrate, ¼ cup water (⅓ cup for 4), lemon juice, salt and pepper. Simmer until sauce thickens, 1-2 minutes. Turn off heat; stir in 1 tablespoon butter until melted.
- Divide chicken, mashed potatoes and roasted carrots among plates. Spoon sauce over chicken. Garnish with remaining chives and serve with lemon wedges on the side.
