On a second baking sheet, toss the asparagus with a drizzle of cooking oil, garlic powder, salt and pepper. Roast on the middle rack until tender, 10-12 minutes.
- Meanwhile, pat the trout dry with paper towels and season all over with salt and pepper. Heat a large drizzle of olive oil in a large nonstick pan over medium-high heat. Add the trout, skin side down and cook until the skin is crispy, 3-4 minutes. Flip and cook until opaque and cooked through, 1-2 minutes more. Transfer to a plate. Drizzle the trout with olive oil and the juice from one lemon wedge (two wedges for 4 servings). Sprinkle with lemon zest and half the chopped parsley.
- In a medium bowl, combine the remaining parsley, 1 tablespoon olive oil and the juice from one lemon wedge (2 tablespoons olive oil and juice from two lemon wedges for 4 servings). Whisk to combine. Add the roasted potatoes and toss until evenly coated. Taste and adjust seasoning with salt and pepper. Divide the potatoes, asparagus and trout among plates. Drizzle everything with the sour cream sauce. Serve with the remaining lemon wedges on the side.
