- Preheat the oven to 400°F with racks in the top and middle positions. Bring a large pot of salted water to a boil. Reserve half of the mozzarella in a small bowl. - Heat a large pan over medium-high heat. Add the marinara, remaining Tuscan Heat Spice, ½ cup reserved pasta water, 1 teaspoon sugar and ½ teaspoon salt. Bring to a simmer and cook until slightly thickened, 3-4 minutes. Remove from heat and stir in 1 tablespoon butter. Season with salt and pepper to taste.
- Add the cooked rigatoni and meatballs to the sauce, stirring to coat. If the sauce seems thick, add more reserved pasta water a splash at a time. If your pan is not ovenproof, transfer the mixture to a 9×13-inch baking dish. Top with Parmesan, the reserved mozzarella and the panko mixture. Broil until the panko is golden brown and the cheese is melted, 1-2 minutes. Let cool slightly before serving.
