- Preheat oven to 425°F with rack in top position (for 4 servings, use top and middle racks). Wash and dry produce. Peel and mince ginger. Trim and thinly slice scallions, separating whites from greens; mince whites. Cut broccoli into bite-size pieces if needed. Quarter lime.
- Melt 1 tablespoon butter (2 for 4 servings) in a small pot over medium-high heat. Add half the ginger; cook until fragrant, about 30 seconds. Add rice, 1¼ cups water (2¼ cups for 4) and a big pinch of salt. Bring to a boil, cover, reduce heat to low and cook until tender, 15-18 minutes. Keep covered off heat until serving.
- In a large bowl, combine beef, scallion whites, panko, remaining ginger, salt (¾ tsp for 2, 1¼ tsp for 4) and pepper. Mix gently and form into two 1-inch-tall loaves (four loaves for 4). Place loaves on one side of a baking sheet.
- Toss broccoli on the opposite side of the sheet with a drizzle of oil. (For 4 servings, place broccoli on a second baking sheet; roast meatloaves on top rack and broccoli on middle rack.) Roast on top rack until meatloaves are cooked through and broccoli is browned and tender, 15-18 minutes.
- Meanwhile, in a small bowl, combine sweet soy glaze, ketchup, a squeeze of lime juice and a pinch of chili flakes. During the last 2-3 minutes of roasting, remove sheet from oven; brush each meatloaf with about 1 tablespoon of glaze. (For 4 servings, leave broccoli roasting while glazing meatloaves.) Return to oven until glaze is tacky.
- Fluff rice with a fork; season with salt and pepper. Toss broccoli with ponzu and half the sesame seeds. Divide rice, broccoli and meatloaves among plates. Drizzle meatloaves with any remaining glaze. Garnish with scallion greens, remaining sesame seeds and extra chili flakes if desired. Serve with lime wedges.
