- Stir in the scallion whites and sliced garlic. Cook until fragrant, about 1 minute. Add half of the chopped tomato and a pinch of salt, then stir to combine.
- Reduce the heat to medium-low. Whisk in the cream cheese and 1/3 cup of the reserved pasta water until the mixture is well combined.
- Turn off the heat. Add the drained penne, Monterey Jack cheese and butter. Stir until the butter melts and the sauce becomes smooth and creamy. If the sauce looks dry, add more reserved pasta water a little at a time. Season with salt and pepper.
- Divide the pasta between bowls or plates. Garnish with the scallion greens and remaining chopped tomato. Add extra freshly cracked pepper if desired.
