Toss everything together over medium-low heat until the butter is melted and the pasta is coated in a creamy sauce, about 1 minute. If the sauce seems too thick, add more reserved pasta water a splash at a time. Taste and adjust seasoning with salt, pepper and additional lemon juice if desired.
- Divide the pasta among bowls. Top each serving with the toasted panko mixture and the remaining lemon zest. Sprinkle with extra chili flakes if you like. Serve with lemon wedges on the side.
