Cook, stirring, until the water evaporates and the peanuts are coated and lightly toasted, 3-5 minutes. Transfer the candied peanuts to a small bowl and set aside. Wipe out the pan.
- Pat the diced chicken thighs dry with paper towels. Heat a drizzle of oil in the same pan over medium-high heat. Add the chicken and cook, stirring occasionally, until browned and cooked through, 4-6 minutes.
- Stir the green beans, scallion whites, remaining ginger and 1 teaspoon of sugar into the pan with the chicken. Cook, scraping up any browned bits from the bottom, until the ginger is fragrant, about 1 minute. If the ginger and scallions begin to brown too quickly, reduce the heat to medium-low. Stir in the Szechuan paste, sweet soy glaze and ¼ cup of water. Cook, stirring, until everything is thoroughly coated in sauce, 1-2 minutes. Taste and season with salt and pepper if desired. Remove from heat.
- Fluff the rice with a fork and season with salt and pepper. Divide the rice between bowls and top with the stir-fry. Sprinkle with the scallion greens and candied peanuts. Serve immediately.
