- While vegetables roast, in a large bowl, combine ground beef, panko, ketchup, garlic powder, 1 tsp salt (2 tsp for 4 servings) and a pinch of pepper. Mix until just combined. Shape into two 1-inch-tall loaves (four loaves for 4 servings). After the vegetables have roasted 10 minutes, remove the sheet from the oven. Carefully place the meatloaves on the opposite side of the sheet (for 4 servings, leave vegetables roasting and place meatloaves on a second baking sheet). Return to the top rack and roast until vegetables are browned and tender and meatloaves are cooked through, 17-20 minutes. (For 4 servings, roast meatloaves on the middle rack, swapping rack positions with vegetables halfway through.)
- Meanwhile, finely dice the remaining onion. In a medium pan over medium heat, melt 1 tablespoon butter (2 tablespoons for 4 servings). Add the diced onion and 1 teaspoon sugar (2 teaspoons for 4); season with salt. Cook, stirring occasionally, until lightly browned and softened, 7-9 minutes. If the onion begins to brown too quickly, lower the heat and add a splash of water. Sprinkle the flour over the onion mixture and cook, whisking constantly, until the flour is lightly browned, 1-2 minutes.
- Slowly whisk 1 cup water (1½ cups for 4 servings) and the beef stock concentrate into the pan. Cook, whisking constantly, until the gravy thickens, 3-5 minutes. Remove from heat and whisk in the sour cream. Taste and adjust seasoning with salt and pepper. If the gravy is too thick, whisk in a splash of water.
