- Heat a drizzle of vegetable oil in a large nonstick pan over medium-high heat. Add zucchini, season with salt and pepper and cook until just tender, 4-6 minutes. Transfer to a bowl.
- Add another drizzle of oil to the same pan. Add shredded carrots, season with salt and pepper and cook until tender, 3-4 minutes. Add to the bowl with zucchini, drizzle with half the sesame oil and toss. Set aside.
- Heat a generous drizzle of oil in the same pan over medium-high heat. Add meatballs and cook, turning occasionally, until browned all over, 4-6 minutes.
- Add remaining bulgogi sauce to the pan. Bring to a simmer, then cover and reduce heat to medium-low. Steam until meatballs are cooked through, about 5 minutes. (If your pan lacks a lid, cover with aluminum foil.)
- Fluff the cooked rice with a fork. Stir in remaining sesame oil and a squeeze of lime juice. Season with salt to taste. Divide rice among plates, top with vegetable mixture and meatballs.
