Bring to a boil, then reduce the heat to medium-low and simmer until the sauce thickens slightly, 5-7 minutes. Add the cream cheese and butter, stirring until melted and combined. Meanwhile, in a small bowl, mix the panko with olive oil, salt and pepper.
- Add the drained rigatoni to the pan and stir to coat with the sauce. If the sauce seems thick, add a splash of the reserved pasta water until the rigatoni is well coated. Taste and adjust seasoning with salt and pepper. If your pan is not ovenproof, transfer the mixture to a baking dish. Sprinkle evenly with the Italian cheese blend and the panko mixture.
